The state service for the registration of radio-electronic means and high-frequency devices for civil use (hereinafter referred to as RES and VChU) is provided by the territorial bodies of the Federal Service for Supervision in the Sphere of Communications, information technologies and mass communications (hereinafter referred to as the Service).

Circle of applicants

Applicants upon submission public service are owners of RES and VChU, users of RES (hereinafter referred to as applicants), including, legal entities, individual entrepreneurs, individuals who are not individual entrepreneurs, Foreign citizens and stateless persons.

Description of the result of the provision of public services

The result of the provision of public services for the registration of RES and VChU is:

Registration of RES and VChU by entering information about registered RES and VChU in the register of registered RES and VChU (hereinafter - the Register);

Sending a notice of refusal to register RES and VChU.

The term for the provision of public services

In the case of filing an application for registration in electronic form, the processing of the application and registration of RES and VCHU is carried out in automatic mode. In this case, an extract from the Register or a reasoned notice of refusal to register RES and VCHU is sent to the applicant in electronic form within a period of not more than one business day from the date of application.

In case of filing an application for registration of RES and VCHU in a way other than filing in electronic form, the territorial body of the Service, no later than 10 working days from the date of receipt of the application, registers RES and VCHU by entering information about the registered RES and VCHU into the Register and sends the applicant an extract from Register or sends a reasoned notice of refusal to register RES and VChU.

Documents required for registration of RES and VChU

Registration of RES and VChU is carried out by making an entry in the Register on the basis of the applicant's application.

A sample application for registration of RES and VCHU is given in Appendix No. 1 to the Administrative Regulations(DOCX, 17.21 Kb)

The application for registration of RES and VCHU shall be accompanied by:

information on the technical characteristics and radiation parameters of registered RES and VChU (RTF, 377.66 Kb) ;

a copy of the agreement between the telecom operator and the subscriber whose user (terminal) equipment operates in the operator's communication network - the owner of the permission to use radio frequencies or radio frequency channels, if the registration of the user (terminal) equipment is carried out on the basis of a permit to use radio frequencies or radio frequency channels, issued to the owner of the communication network;

a copy of the agreement between the owner of the radio-electronic means and the user of the radio-electronic means - if it is supposed sharing radio electronic means;

written consent of the owner of the subscriber earth station satellite communications operating via artificial Earth satellites using VSAT technology (hereinafter referred to as the VSAT satellite communication station), operating in the communication network of the telecom operator, to apply for registration of this VSAT satellite communication station by the telecom operator;

a copy of the contract of the telecom operator with the owner of the central earth station that controls the satellite communications network, which is authorized to use radio frequencies or radio frequency channels, and a copy of the contract of the telecom operator with the owner of the VSAT satellite communications station operating in the communications network of the telecom operator, if the station is being registered VSAT satellite communications operating in the Ku- and (or) Ka-band.

An exhaustive list of grounds for refusing to accept documents required for the provision of public services

The grounds for refusal to register RES and VChU are:

non-compliance of the submitted documents with the requirements established by the legislation of the Russian Federation;

non-submission of the documents required for registration of RES and VChU specified in the Rules for registration of RES and VChU, approved by Decree of the Government of the Russian Federation of October 12, 2004 N 539(RTF, 560.38 Kb);

the presence in the documents submitted by the applicant of false or distorted information;

inconsistency of the information on the technical characteristics and parameters of the RES and VChU radiation attached to the application for registration of RES and VChU, the list of which is approved by order of the Ministry of Telecom and Mass Communications of the Russian Federation dated 13.01.2015 N 2(RTF, 377.66 Kb), the requirements established in the permit for the use of radio frequencies or radio frequency channels;

non-compliance by the applicant with the condition established in the permit for the use of radio frequencies or radio frequency channels, in terms of the deadline for registering RES and VChU.

The procedure, amount and grounds for the collection of state duty or other fees charged for the provision of public services

The provision of the state service for registration of RES and VChU for applicants is carried out free of charge.

The composition of administrative procedures (actions),

The provision of public services for the registration of RES and VChU includes the following administrative procedures:

registration of RES and VCHU and making an entry in the Register;

provision of an extract from the Register;

correction of misprints and errors in documents issued as a result of the provision of public services.

The territorial bodies of the Service carry out these administrative procedures both in electronic form and in other forms provided for by the legislation of the Russian Federation, at the choice of the applicant.

The provision of public services for the registration of RES and VChU and the implementation of these administrative procedures in multifunctional centers is not carried out.

The provision of public services for the registration of RES and VChU is carried out at the request of the applicant, submitted on paper or in the form electronic document, including through the Site and the Single Portal.

The application of the owner, submitted in the form of an electronic document, is signed with an enhanced qualified electronic signature.

In the case of filing an application for registration of RES and VCHU in electronic form by the applicant, who is individual, this application can be signed with a simple electronic signature (confirmed) in accordance with the Rules for the use of a simple electronic signature in the provision of state and municipal services, approved by Decree of the Government of the Russian Federation of January 25, 2013 N 33 "On the use of a simple electronic signature in the provision of public and municipal services.

The main source of obtaining information about the names, technical characteristics and radiation parameters of RES and VChU is the information indicated by the manufacturers of radio-electronic equipment.

In view of the foregoing, we ask the owners of RES and VChU, in the documents submitted for registration of RES and VChU (Application and list of technical characteristics and parameters of radiation of RES), indicate the name of RES and VChU in strict accordance with the Unified Customs Union or in accordance with the name assigned this tool manufacturer.

I. General provisions

1.1. The unified technical reference book of RES and VCHU (hereinafter - UTS) is formed in accordance with the Radio Regulations of the International Telecommunication Union (edition of 2008) and the order of the Federal Service for Supervision in the Sphere of Communications, Information Technologies and Mass Communications dated 01.01.01 No. 13 "On the development of a unified technical reference book of radio electronic means and high-frequency devices” (hereinafter referred to as the Order).

This Regulation establishes the general procedure for the formation and maintenance of the UTS, the admission of users to the UTS, the requirements for technological processes and procedures for collecting, processing and storing data.

1.2. The purpose of creating the UTS is to increase the efficiency of information exchange and build a Common Information Space as part of the development of information systems of Roskomnadzor and enterprises of the radio frequency service.

1.3. The UTS is a classifier of all RES and VChU names, divided by radio communication services in accordance with the Radio Regulations of the International Telecommunication Union.
