For an Orthodox person, this is unacceptable. With the adoption and use of SNILS, all troubles begin. Let us recall the words of Father Kirill (Pavlov): “Assigning numbers to people is a godless, sinful thing. Because when God created man, He gave him a name. Giving a name to a person is God's Will. All the millennia that have passed since that time, people used names. And now, instead of a name, a person is assigned a number. How and why this is done leaves no doubt about the sinfulness and the theomachic nature of this work. Therefore, it is not necessary to participate in this matter, but to the extent possible, resist it.

If assigning a number to a person is an atheistic, sinful matter, then the acceptance and use of a number by a person is a no less atheistic and sinful matter!

An appeal against the forced appropriation of SNILS can be written by every citizen.

Sadly, Russia is still trying to implement projects related to building a global information society, in which sovereign states are destroyed, and a person is likened to a commodity. However, it is still not too late to speak out against this godless cause. The Lord is not yet completely angry.

In connection with the adoption of the anti-constitutional law on the "Contingent of Students" system, we must increase the pressure on the crafty figures who threatened the rights and freedoms of citizens, the lives of our children and undermine the foundations of the national security of our country.

The full commissioning of the Contingent system is scheduled for 2022.

The Russian Orthodox Church firmly insists on the exclusive voluntary participation of citizens in new forms of identification and authentication of a person and recognizes the right of a person to refuse to use technologies that contradict his religious and other beliefs.

The State Legal Department of the President of the Russian Federation gives the same conclusion: “Any form of forcing people to use electronic personal identifiers, automated means of collecting, processing and recording personal data, personal confidential information is unacceptable” (response of the State Legal Department of the President of the Russian Federation to His Holiness Patriarch Kirill - Letter dated January 22, 2014 No. A6-403).

After that, the Ministry of Communications of Russia, the Ministry of Education and Science of Russia, federal executive bodies and state non-budgetary funds created working group, prescribed a "road map" for the implementation of the Concept and in 3 stages (until December 30, 2014 - design and preparation of changes in legislation, until December 30, 2015 - amendments to legislation, until December 30, 2016 - implementation of pilot projects and introduction of IP into industrial operation) created by 2016 a unified federal interdepartmental system for accounting for the contingent of students called the Information System (IS) "Contingent".

The program was created by the Ministry of Communications (technological functions, creation and maintenance of an interdepartmental system) by order of the Ministry of Education and Science (data operator, methodological and methodological support of the federal system).

The official goals of the innovation are to facilitate the work of officials, improve quality and efficiency, electronic interaction between the IS of various departments, improve public awareness of educational organizations and educational services provided.

IS "Contingent" includes federal and regional segments.

The federal segment will collect, centrally store, process the register of personal data of students and their legal representatives, the register of organizations, information coming from the regional segments of all subjects of the Russian Federation, the higher education segment, information systems of federal bodies state power and state off-budget funds.

Regional segments will accumulate information about "persons" (so it is said in the documents) and organizations and carry out interdepartmental consolidation of these data and transfer to the federal system.

35.76 million federal budget funds were allocated for the construction of the IS. IS "Contingent" is an electronic database for all children in Russia, their parents and everyone who receives educational services of any kind - be it a kindergarten, school, creative center, vocational school, university, advanced training courses or a dance club; It also includes employment information.

The file for a child is opened from the moment of his birth and registration in the registry office, and is closed after his death; the single identifier of the student in the interdepartmental system is the insurance number of the individual personal account (SNILS).

Personal data of a student (at any level of education, from kindergarten to university) includes general information(last name, first name and patronymic, gender, place of birth, date of birth, birth certificate record number, date of state registration of birth and name of the body that produced state registration birth, citizenship, series and number of the passport or details of another identity document, registration address, SNILS), as well as data on the stages of training, achievements (portfolio).

The list is not limited to this list: the category "other information necessary to solve the problems of the interdepartmental system" includes information about the "person" from the bowels of the Ministry of Health, the Federal Tax Service, the Federal Migration Service, pension fund, Ministry of Labor, Rosobrnadzor, etc.

The Ministry of Health will oversee the saturation of the file with profile information: health group, medical group, group and cause of disability, the need for an adaptive training program, the need for long-term treatment, decisions of psychological, medical and pedagogical commissions, etc.

In addition to the indicated data, the IS indicates the degree of adaptation of the student at all stages of education, and also forms a "portfolio" for each child, the data of which will be analyzed by the federal system, as a result of which the child with certain achievements will be assigned the attribute "gifted child".

It will be mandatory to enter into the IS information about the parents / legal representatives of the student: last name, first name, patronymic, citizenship, registration address, registration address at the place of residence (at the place of stay), series and number of the passport or details of another main identity document, SNILS.

Also in the regional segment, data on the "parent-student association" is provided.

For parents who do not agree with such requirements, a package is being prepared at the federal level legal documents and changes to federal legislation that will be adopted in the spring of 2016, and which will oblige parents / legal representatives to provide personal data on children and parents to the regional educational system.

In the instruction entitled "Unified functional and technical requirements for the regional segment of the unified federal interdepartmental system for accounting for the contingent of students in basic educational programs and additional general educational programs" on 69 sheets, a lot of attention is paid to describing how exactly to transfer from the registry office, among other things, information about changing the surname and the date of birth of the child, which occurs only upon adoption, and has always been information that is not subject to disclosure.

At the webinar of the Informatization Projects Department of the Ministry of Telecom and Mass Communications of Russia, when explaining the creation and operation of the regional segments of the IS "Contingent", the organizers dispelled the fears of the representatives of the regions: "The specified personal data of the child can be transferred by the registry office if this is indicated in the relevant cooperation agreements."

In connection with the creation of the IS "Contingent", it is planned to amend the laws No. 152-FZ "On Personal Data", No. 273-FZ "On Education in the Russian Federation", as well as the program " Information society for 2011-2020

In the "pilot" mode, the project is being implemented in the Irkutsk, Moscow, Yaroslavl, Saratov regions, the Republic of Dagestan, Tomsk, Perm Territory, and Kamchatka.

So, in Russia a single Information system, when for each resident, upon birth, immediately opens electronic file with an individual life number, and where absolutely all the information about it flows. It is very convenient, and you do not need to spend money on issuing electronic cards.

The name of the IP program "Contingent" is indicative - in relation to the huge masses of people, and in other words, to the people, to the nation. In our semantic field, this is something habitually undeveloped, with its own "cockroaches", which can neither be educated nor corrected. In a word, contingent what to take from it?

The primary emphasis in IS is on the state of health, success (portfolio), the relationship of the child with his parents.

As for the parents, this lies on the surface: to file information about the insufficient "association of parents and the child" - and no law on domestic violence, which has been stalling for so many years, is no longer needed.

Portfolio - the basic principle of dividing children into castes, tested in the project of the Kudrin Foundation in Transbaikalia, implemented in the Education Modernization Project, rating schools and universities, the project of the higher school "Tuning" - for segregation of the "undeveloped" and the washing out of talents and intellectual resources outside of Russia.

As for information about health - by a strange coincidence, on January 1, 2016, Order of the Ministry of Health dated December 25, 2014 N 908n "On the procedure for establishing a diagnosis of brain death" came into force, where paragraph 1 says that a posthumous donor is now considered a person aged 1 year or older. And, therefore, it is very important for the IS customer to have information about the health status of potential posthumous donors.
Access to the "person" file in the IS will be limited to a certain circle of people, which does not include the data subject himself or his relatives - he will not be able to control the correctness and impartiality of information about himself, and at the same time, only on the basis of this information, some operators will model his life trajectory.

And who will ensure the protection of this array of information wealth, the monopoly right to dispose of which is left to the Ministry of Education?

And, finally, the most important thing: what happened to our Constitution? Canceled all or in parts?

For example, article 23: item 1: "Everyone has the right to privacy, personal and family secrets, protection of his honor and good name."

Or Article 24, paragraph 1: "The collection, storage, use and dissemination of information about the private life of a person without his consent is not allowed."

Or Article 24, paragraph 2: "State authorities and local self-government bodies, their officials are obliged to provide everyone with the opportunity to familiarize themselves with documents and materials that directly affect their rights and freedoms, unless otherwise provided by law."

What, the state has already ended, and everything is now going on "according to concepts"? They didn’t ask anyone, didn’t discuss it with anyone, but simply ordered it - and off they went: officials are studying the issue, IT people are standing in line for grants, lawyers are scribbling laws against those who disagree with this state of affairs.

The preparation of the draft is expected to take three years, and the Deputy Prime Minister Olga Golodets requires launching the Contingent information system in two: an urgent need is for a system that takes control of everyone - in any corner of the country, in any place and in any capacity, from birth to death.

The deputies were not ready to remove the rejected bill from consideration and decided to convene a special commission to prepare an agreed text of the law on the "Contingent" with the participation of parents.

Project GIS "Contingent of students" has been discussed for about three years now, it is currently being tested in the Irkutsk, Moscow, Yaroslavl, Saratov regions, the Republic of Dagestan, Tomsk, Perm region and Kamchatka. In these regions, for several years now, data on children has been collected from parents in a "pilot" mode. The scheme is simple: when a child is placed in a kindergarten or school, parents provide basic personal data - full name, citizenship, registration address, SNILS. Later, when the child begins to go to school, data on his progress enters the system. It comes through " electronic diary ", which can only be entered by the SNILS number. The database is also updated with information about the child's health and hobbies.

The public was alerted that access to the systematized data of the child was forbidden to them. The administration of educational institutions and officials of the Ministry of Education have it. But since no one asked the parents' opinions, the bill was successfully adopted in three readings and by the Federation Council.

The president also doubted the thoroughness of the decision taken by the parliament. He expressed confidence that this law should establish a list of specific information contained in the federal and regional systems, as well as determine the persons who will have access to such information, and their responsibility. The Kremlin explained that by rejecting the law, Putin took into account the public concern that had arisen and considered it necessary to finalize the law in order to protecting the interests of parents and children.

Besides, "Contingent" contradicts Articles 23 and 24 of the Constitution.

Expert of the Parental All-Russian Resistance (RVS) Alexander Kovalenin notes that the president's rejection of the draft law on the introduction of GIS is connected precisely with this.

"The President's instruction "that the Federal Law should establish a list of specific information contained in state information systems," made by him when he rejected the law, is not just a wish of the first person of the state, but a demand of the guarantor of the Constitution to eliminate the contradiction with the fundamental law. In the context of strategic goals, the analysis of the contingent of students is aimed at solving the problem of "... optimization of regional networks of state educational organizations implementing programs of secondary vocational education, including restructuring the networks of educational organizations in accordance with the priorities of the socio-economic development of the region, their social infrastructure, consolidation professional educational organizations up to an average number of 200-600 people. At the same time, for a more complete picture of the current situation, it is advisable to conduct a comparative analysis of the actual value of the contingent of students, the volume of turnover of educational services and the minimum allowable value.

II. Material and technical resources

Material and technical resources, primarily in the form of production areas directly used in the process of providing educational services, create an infrastructural basis for the activities of an educational organization, effective use which are characterized by:

Firstly, the quantitative correspondence of the areas available to the educational organization to the volume of turnover of educational services and the nature of the educational process;

Secondly, the qualitative compliance of the actual volume of work performed, in the operation of production areas directly used in the process of providing educational services with a practical orientation of training, as well as the requirements for integrating the resources of partner organizations in priority areas of sectoral, intersectoral and regional development in the implementation of network educational programs.

The structure of indicators for the analysis of material and technical resources is presented in Table 2.

e) The workload of study areas is defined as the ratio of the sum of the total number of hours of theoretical training, during which the classrooms are used, and the total number of hours of practical training, during which the workshops and laboratories are involved, to the training area available to the educational organization, (h/m 2).

Indicators of qualitative compliance of the actual volume of work performed, in the operation of production areas directly used in the process of providing educational services with a practical orientation of training, as well as the requirements for integrating the resources of partner organizations in priority areas of sectoral, intersectoral and regional development in the implementation of network educational programs:

a) Indices of provision of practice-oriented learning:

The index of provision of practice-oriented training in the implementation of basic educational programs (BEP) of SVE and vocational training (I pract. BEP) is calculated as the ratio of the number of hours of practical training, during which workshops and laboratories are involved in the implementation of BEP of SVE and vocational training, to the sum of the number of hours of theoretical training , during which the classrooms are involved, for the implementation of the BEP SVE and vocational training and the number of hours of practical training, during which workshops and laboratories are involved for the implementation of the BEP SVE and vocational training;

The index of provision of practice-oriented training in the implementation of short-term programs of vocational training and additional education (I prakt.kr. / pr.), is calculated as the ratio of the number of hours of practical training, during which workshops and laboratories are involved in short-term programs of vocational training and additional education, to the sum of the number of hours theoretical training, during which classrooms are involved, for short-term programs of vocational training and additional education and the number of hours of practical training, during which workshops and laboratories are involved for short-term programs of vocational training and additional education.

b) Networking Indices:

The index of network interaction of theoretical training is calculated as the ratio of the number of hours of theoretical training, during which classrooms are involved in the implementation of networking programs, to the total number of hours of theoretical training;

The practical learning networking index is calculated as the ratio of the number of hours of practical learning, during which workshops and laboratories are involved in the implementation of networking programs, to the total number of hours of practical learning.


III. Financial resources

The financial resources of an educational organization are a combination of state subsidies and attracted capital, which are used to form assets and carry out educational activities. In turn, the analysis of the effectiveness of the financial resources of an educational organization should be considered:

Firstly, from the point of view of the investment activity of an educational organization and thereby creating conditions for increasing financial and economic independence;

Secondly, from the point of view of efficiency of spending Money.

A comparative analysis of the actual value of the share of non-budgetary funds in the total amount of funding with its optimally acceptable target value, in conjunction with the results obtained above the indicated indicators of financial resources, will determine the potential for financial sustainability of an educational organization and form an appropriate long-term financial policy.
