If after the actions performed instead of Russian names you see krakozyabry, then you should first change the encoding of the document from ANSI to UTF-8. To do this, go to the "Encodings" menu and select the "Convert to UTF-8" item.
It would seem that now you can select the entire contents of the file (keys Ctrl+A), and decode all contacts with one click of the mouse. But there is one catch. Decoding is hindered by "equals" signs in the notation. Apparently, when decoding, they are taken for ASCII characters. The way out is simple. Pressing a keyboard shortcut ctrl+h, thus opening a window for bulk replacement. If we want to make the VCF contacts file suitable for import into the phone, we need to encode the Russian text back in ASCII characters. This is done using the same menu section. Outlook
AT Windows system there are enough "own" applications for working with phone books that can open files with the VCF extension. But all of them, as a rule, have two drawbacks: the first - they read only one contact from a file with several contacts, the second - there are problems with displaying Russian names (hieroglyphs appear instead of letters).
