How to register for State Services for an individual: step-by-step instructions. Compiling and sending an application

Just recently, in order to get the most ordinary certificate from a government organization, you had to spend half a day in numerous queues, wasting precious time, energy and nerves. With the advent of the portal public services gosuslugi.ru everything has changed dramatically, now any government service or consultation can be obtained at online mode. Yielding to the desire to simplify your life, you decided to register for the first time on the State Services website. Where can I get a password for government services to log into the site? What to do if your password is lost? How and where to get identity confirmation for the government services portal? And most importantly, why is this needed? We will try to answer these and other frequently asked questions in this article.

Where can I get a password for government services?

It is worth recalling that the services of the United state portal available only to registered users. Therefore, to log into the site, as a rule, a telephone number or email address and a password are used, which are set by users during registration.

If this was not done or the registration was not completed correctly, then it will not be possible to enter the site.

To solve this problem, you should register again:

Carefully fill out the fields: last name, first name, mobile phone, email and click “Register”

Enter the confirmation code received in the SMS message into the appropriate field and click “Continue”

Now, at your own discretion, you need to come up with and enter a password, confirming it by re-entering it. Then click "Done". In this case, the message “Registration completed successfully” must appear.

Important! It is this password that the system will request when entering the site. Therefore, you should remember it, or better yet write it down

Change the password or, if for the purposes of increased security, you would like to ask Secret Question, you can do this in your Personal Account → “Settings” tab account» → “Security” window, then fill in the appropriate fields and make changes.

Where can I get a password for government services if it was lost or you simply forgot it? The password can, of course, be recovered. To do this you just need to do the following:

Go to the government services website and click on the “Login” button.
In the top field, enter the mobile phone number or email address specified during registration.
Next, in the lower left corner of the window, select “Recover Password”.

In the next window, re-enter your mobile phone number or email address and click “Find”.
Finally, you will also need to indicate your SNILS number and click “Find”.
An SMS message with a confirmation code should be sent to the specified phone number; it should be entered in the appropriate field.

Set New Password, confirm it by re-entering it and click “Create”. It is important not to forget to write it down.

It is possible to obtain and recover your password even with a simplified account. Although, the list of services that can be used when registering in this status is very limited. Basically, these are reference and information services.

Where can I get an activation code for government services?

The development of the gosuslugi.ru website does not stand still, its interface and capabilities are constantly being improved (at this moment it is already presented in the new version), which means that the list of services provided will only expand.

Access to certain services, of course, determines the status of the account. And if only reference and information services are available with a simplified account, then the ability to use the maximum number of significant services can only be ensured by a confirmed account status.

And this is why it is so important to receive an activation code, complete registration completely, transferring it to confirmed status, and already start using all available servers. So, how and where to get an activation code for government services?

In order to receive an activation code, you first need to register on the government services website.
In addition, you must provide detailed personal information in the My Data / Basic Information section. There he also indicated:

SNILS details;
and passport details.

Once the system verifies this data, your account will automatically receive standard status.
Also, a mandatory condition for receiving an activation code will be confirmation of your identity.

Only after confirming your identity will you be able to receive an activation code and register it on the government services website.

Depending on the confirmation method you choose, you will be able to receive an activation code:

in the office of a specialized service center, after an employee has checked the documents you provided;
or at a Russian Post office, by registered mail.

In any case, after receiving the activation code, you must enter it in the appropriate field on the My Data / Basic Information tab. And only after that all site services will become available.

Where can I get proof of identity for the government services portal?

Another problem that everyone who decided to register on the government services website faced was the issue of identity verification. You can verify your identity if your account is already set to standard status.

So, you can get proof of identity:

When contacting a specialized service center in person. It could be:

branch of the Russian Post;
Rostelecom office.

Why is full registration required on the State Services website? In order to simplify the receipt of many documents and mass useful information without long trips to the relevant government agencies, no queues.

For example, this could be obtaining a foreign passport with an electronic chip (for 10 years) or without a chip (for 5 years), replacing a passport of a citizen of the Russian Federation, replacing a driver’s license due to its expiration, registering vehicles, making an appointment with a doctor, to kindergarten, to school, as well as issues related to taxes, etc.

The registration procedure on the State Services portal is also called: register, register, register, create (open) a personal government services account, an electronic government services account, create your account, create an account.

How to register on the State Services website? The step-by-step instructions below include 3 (three) steps:

simplified account,
standard and
verified account.

To have access to all the features, you need to go through all three stages and eventually get a verified account.

The login and password from a confirmed account on the State Services portal can be used to log into the PFR (Pension Fund of Russia) website.

In other words, having confirmed your account on the State Services website once, you can then use the same login and password to enter the Pension Fund website.

You will need email or mobile phone. If you use for registration email, then any mail that you have will do, that is, any e-mail.

When registering on the State Services portal, you need to enter your e-mail.
After this, a letter is automatically sent to the specified e-mail.
You need to go to your mail,
find this letter there,
click on the link in the letter and thereby confirm that you are the owner of this mail.

Instead of email, you can enter your mobile phone number. In this case, you must have your mobile phone at hand, because an SMS with a confirmation code will automatically be sent to your phone. This code will need to be entered on the State Services website to confirm that you are the owner of the phone.

Simplified Account

It is not necessary to provide a mobile phone number. You should never put off confirming your registration; as they say, once you’ve done your job, go ahead. Therefore, we immediately go to our mail and look for a letter there to confirm registration on the government services website. The letter will look something like this:

The letter reads, in part:

“An application has been submitted on your behalf for registration in Unified system identification and authentication of e-government infrastructure.

To complete registration, you must confirm your email address and provide a password."

In this letter (Fig. 4) we click on the long link, and thereby confirm that the email is ours and that we have access to the mail.

Password for State Services, example

You shouldn’t come up with a simple password like your date of birth or something like 12345, it can be hacked instantly. Better to use

We get not just one password for State Services, but password options to choose from. By the way, you can make small changes to the proposed passwords yourself. It is better to write down the password or save it, for example, in your browser.

The proposed options are reliable, but it is impossible to remember such a password unless you write it down.

The same password must be entered 2 times (Fig. 5) and click on the blue “Done” button. A message will appear: “Registration was successful. In 3 seconds you will be transferred back to the portal."

This password is sometimes called the ESIA code, which means the password for entering the State Services portal. You don't need to tell it to anyone.

Congratulations, The first step to register with State Services has been taken! You now have it on the State Services portal simplified account. And there was access to services that did NOT require mandatory identification confirmation. The number of such services is limited.

Access to information on taxes, pensions and most other necessary services will only appear after confirmation of identity, that is, full registration is required on the State Services website.

The State Services portal reports that:

Simplified The account allows you to receive reference and informational services.
To gain access to additional services, upgrade your account by filling out the following fields in your profile:
- FULL NAME;
- floor;
– ;
– SNILS;
– passport data.
The data will undergo online verification (this can take from a few seconds to 5 days), and your Additional services: checking traffic police fines, making an appointment with a doctor, registration trademark and many others

Standard account

After entering the password, the system automatically redirects you to the “Filling out and checking personal data” window (Fig. 6).

If for some reason you were unable to immediately fill out your profile, you will then need to separately log into the State Services portal into your personal account, and then fill out your profile.

To fill out this data you will need:

SNILS (insurance certificate of the Pension Fund of the Russian Federation) and
passport,

It is advisable to prepare them in advance.

By the way, if you still decide to indicate your mobile phone in your profile, you will need to confirm it first with the ESIA code - this is your password for entering the State Services website, and then an SMS code will be sent to your mobile phone for confirmation.

Verification of personal data for the State Services portal takes place in Pension Fund of the Russian Federation and in the FMS of the Russian Federation (Federal Migration Service). It may take several minutes, and in some cases – up to 5 days. If you don’t want to wait for the verification to finish, you can close the page. A notification will be sent by e-mail about the completion of the check, that is, by e-mail.

If you do not close the page and wait until the check is completed, then after that in the window in Fig. 8 the message “Verification of your personal data has been completed” and the “Login again” button will appear.

If you close the page, you can continue working with the State Services portal using the link in the letter that will be sent by e-mail after the check is completed.

Verified account for full registration

Public services full registration will only be possible after confirmation of identity. First, we decide which method of identity verification to choose from the three options offered on the site. Click on fig. 9 to enlarge it, second click on Fig. reduces it.

Identity confirmation using a code from a letter from Russian Post

The code will be sent to you by registered mail via Russian Post.

Before choosing this method, it is worth keeping in mind the following information from the official website of the State Services:

"Attention! To confirm, we recommend contacting us in person! Please note that by using the code to confirm your identity from the letter, you will NOT be able to access the taxpayer’s personal account on the nalog.ru portal. You will also need to receive the letter at the post office.

The service is provided free of charge.
The average delivery time is about two weeks.
Re-sending the identity verification code is possible no earlier than after 30 days.”

If you choose the option with a confirmation code by letter, then, as can be seen in Fig. 9, you should enter your postal address with zip code and click on the blue “Deliver” button. If you have forgotten the index, click on the link “Don’t remember the index?”.

The option with a confirmation code means that in Mailbox the postman will leave a notice that a registered letter has arrived. Then, with this notice and your passport, you will need to go to the post office to receive a registered letter. And then enter the received confirmation code on the State Services website. If the notification is lost or the letter does not arrive, you will have to re-order a confirmation code no earlier than 30 days after the first application to the State Services to receive the code.

As you can see, you will still have to go to the post office with your passport, although the postman may drop the letter in your mailbox. I decided that it would be easier and faster to immediately go to the post office with my passport and prove my identity. True, not every post office can do this, more details below.

Identity confirmation in MFC, Rostelecom and using CEP

In cities where there is MFC (Multifunctional Centers) or Rostelecom offices, you can get a confirmation code by going there in person.

If you are NOT able to enter the confirmation code received at the MFC or Rostelecom on the State Services website, then

CEP- abbreviation for " Qualified Electronic Signature».

Number 3 in Fig. 9 - as you can see, identity verification at State Services can be done using electronic signature on a flash drive or UEC (universal electronic card). The issue of the UEC card and its issuance are free for all citizens of the Russian Federation. It allows you to use government, municipal and commercial services online, in in electronic format.

The advantage of the option with an electronic signature of the CEP is that it is an instant confirmation of identity in the State Services, and also that some services require the user to have an electronic signature. The downside is the need to register and obtain an electronic signature or a universal electronic card.

Confirmation by personal appearance at Russian Post

It may seem that it is enough to take your passport and come to your home post office. But that's not true. In July 2015, the agreement between the Russian Post and Rostelecom ended, and since then not all post offices have managed to conclude a new agreement. Therefore, first you have to search for a Russian post office or a Rostelecom branch, where they provide such a service as identity confirmation for the State Services portal.

When you register for State Services and select the confirmation option “Apply in person” (1 in Fig. 9), the State Services website automatically offers available options for your location: the closest option comes first, followed by more distant options.

Attention! It only makes sense to confirm your identity if your profile on the State Services website has been filled out, verified and you have a standard account. With a simplified account there is no point in confirming your identity, nothing will work.

To confirm your identity, you must take your passport with you.

At the post office (or at the Rostelecom office) you must say that you need to confirm your identity on the State Services portal. After that, they gave me a paper (Fig. 10, click on the picture to enlarge it), in which I must write in two copies:

last name
document type and number,
date,
signature.

The postal worker checks your passport, looks on the computer to see that you have a standard account on the State Services portal and clicks on something. Confirmation by e-mail and SMS is sent to your mobile phone immediately. For example, I didn’t have time to move away from the window in the Russian Post when I heard an SMS message, and I also thought that it’s amazing how quickly everything works.

How to log in to State Services after registration

Registration on the State Services portal takes place once. After that, you will only need to log in to the site, but not register.

Click on the “Login” button and you will see:

After you have entered your phone number or email address (e-mail), as well as your password, you are automatically taken to your personal account, which will be eloquently evidenced by the name in the upper right corner on the State Services website (Fig. 14).

You need to exit the State Services portal NOT using the red cross in your browser, but using the special Exit button (Fig. 14). It is located in the upper right corner on the State Services website, next to your name.

If you move the mouse to the button (circled in a red frame in Fig. 14), the “Exit” pop-up message will appear. Click on this button and exit - this is the correct exit from the State Services website.

Where to contact?

When switching to a confirmed account on the State Services website, some users have problems, for example, that such a SNILS already exists, and there are plenty of other problems. Where to turn in such situations?

In such cases, you should contact support on the State Services website, because that is where the database with customer data is stored. Employees of the State Services website can look at their database to see what the problem of a particular client is. Most likely, a State Services employee can immediately solve the problem or, at least, offer some way out.

In fact, the list of required documents is available on the website, and during registration on your email instructions will come. In fact, nothing difficult will come your way. After registration you will have access to all current features of the system. For convenience, the process of creating a personal account has been divided into several stages.

Stage one: preparation

To register on the website gosuslugi.ru, you must prepare to submit the following information:

passport data;
SNILS;
address email box. It is extremely important that it is working and you have access to it, because this is where instructions and a lot of notifications will be sent in the future;
cell phone number. Its importance is no less than that of e-mail. Notifications will also be sent to it, plus the number will be useful to you if you forget your password - the recovery procedure takes place through your cell phone;
the following documents: passport and insurance certificate issued to you by the country's Pension Fund;

Registration has the following structure: first you provide all the necessary personal data, and then you receive an activation code personal account. Naturally, as in all similar services, you will need to enter it in the appropriate field to confirm that the number belongs to you.

Stage two: account registration

Moving on to this stage, you should make sure that the necessary documents (listed above) are at hand. If so, let's continue. Let's go to government services website, or rather on its main page. Click on the “Registration” button, it is located closer to the right top corner. As a matter of fact, now the very registration page that we need opens.

It is necessary to note one extremely important point - gaining access to services is equally available to both Russians and citizens from other countries. In this article we only consider the process registration for individuals, therefore, with legal entities everything is a little different. Therefore, we will need to go to the “Citizens of the Russian Federation” tab. If you can't find it, take a closer look, it's on the left.

To confirm your actions, you will have to click on the “Next” button, it is located at the bottom, right under the form. In general, the registration process is quite standard - it is the same on almost all Internet resources, with the exception of some features. In theory, you don’t even need to read this article, because everything is extremely simple and is carried out on an intuitive level.

Time to read the terms and conditions

After clicking on the “Next” button, the page is updated and other information appears on it, namely - conditions for working with the Internet resource gosuslugi.ru. As a rule, no one actually reads the full text of the conditions. In a nutshell, by confirming your consent, you give the portal the right to store and process all your personal data. Based on the conditions, you agree to their processing by third parties.

No need to worry, everything here complies with Russian legislation and your documents will in no case fall into the hands of criminals or be freely available. How will we confirm our identity?

Perhaps this is the most difficult of the stages. You must choose exactly how you can confirm your identity. Everything is done through activation code To start using the portal, you will need to enter it in the appropriate field. So, to access your personal account, you must choose one of the ways to receive the code:

by Russian Post - perhaps one of the longest;
at the nearest Rostelecom branch;
using your electronic signature;
via a universal electronic card.

As you already understood, the fastest activation happens through two latest methods– in fact, in a matter of minutes you will have access to your personal account. Mail, in our opinion, is not worth considering at all - the process can drag on for even a week. But you won’t have to stand in line or leave the house anywhere, because... the postman will deliver activation code straight to your home.

Well, the most popular, although not the fastest, way is to go to the nearest Rostelecom branch. Once you complete registration, you can immediately go there to confirm your identity. Just do not forget to first take with you the above-mentioned documents, namely: a passport and a pension insurance certificate.

Since the appropriate method has been selected, you should click on the “Next” button again and proceed to the next step.

Filling out registration data

A little advice: when filling out personal data, you need to be extremely careful - double-check everything several times. So, in the appropriate input fields you must enter your full name exactly as indicated in your passport. The following data will also be useful: date of birth, gender, SNILS, email address and cell phone number.

We remind you that the data should be double-checked to ensure that it is entered correctly. If everything is correct, continue and click “Next”.

Password

It is extremely important that the password is both difficult to crack and memorable, so that you don’t have to recover it again. A password is a means of logging into the site, into your personal account. It is advisable to use lowercase and uppercase letters along with numbers.

Why do they ask you to enter it twice? To confirm that your entry is correct. After which we need to choose Secret Question and answer it, it will be useful when restoring access to the site gosuslugu.ru.

Validation of entered data

So, to confirm your phone number and email address, you need to enter the activation code sent to them. After entering the code, check it several times and click on the “Next” button.

So, if you really did everything correctly and didn’t miss anything, the system will notify you about it. Then you just have to wait to receive the activation code using the method you have chosen.

Activating your personal account

Well, now we have the code in our hands. Where should I enter it to activate full access to my personal account? On home page click on the button "Entrance"(located next to the “Registration” button), then click on “Enter activation code”.

Three stages of activation:

Well, now activation has been successfully completed and you can log into your personal account. To get into it, you must also click on the “Login” button, enter your SNILS and password, and then click “Login”.

You will see a page with empty fields that need to be filled out. Write your last name, enter your first name and enter your mobile phone number or email address.

After filling out the form, click “Register” and at the next stage confirm your phone number or email address. If you specified a phone number during registration, you will be sent an SMS code, which you must enter in the input field and click “Continue.”

Next, install a good one, complex password, which you will use the next time you log into your personal account. To avoid an error, the created password must be entered again. If an email address was specified during registration, a letter with a confirmation link will be sent to this address. By clicking on the link, you will be taken to the password creation page.

After making sure that the password is entered correctly, click “Done” and see the following message.

Upon completion of the registration procedure, you will be redirected to the "My Details" section.

Congratulations! Now you are a registered user of the gosuslugi.ru portal with a simplified account.

This level makes it possible to use not the entire range of electronic services, but only part of it. You can immediately pay for utilities. Well, or, for example, arrange a visit to your doctor.

Those who want to expand their capabilities in using the portal must obtain the next level of access to the system - it is called a standard account. To create this type of account, you must fill out the "My Details" section.

Afterwards you will need to wait a little while the entered information is verified. Each authority will check its electronic databases for information that directly relates to it. You can monitor the progress of your data verification. So just close the tab. This will not affect the data in any way.

Upon completion of the verification, a message will be sent to your number or email (depending on what you chose earlier), which will contain information regarding the data verification performed. If everything is fine, then a positive answer will come. Usually, the answer comes immediately and is duplicated on the portal.

When everything is verified, the account will change to standard. That is, appear in it a large number of new opportunities.

To continue working, log back into the portal using your username (this is your phone number or email address) and the password you created earlier.

If using a standard account you are unable to access the required government service, you will need to confirm your identity. This is necessary so that the system can recognize you as the user. And the fact that it is you, and not someone else, who is registered on the portal.

Identity confirmation for full registration on the portal

A user who wishes to obtain the maximum level of access to electronic services will need to create a verified account. To do this, open the page where your data is located and follow the link.

You receive a notification (about 5-15 days later), with which you go to the post office and upon presentation of your passport and completed notification, you receive a letter with an identity confirmation code.

3rd option

This is perhaps the most quick way confirmation, but for those who have a signing device electronic documents. This type of confirmation is in demand mainly by organizations and is not yet popular among citizens.

When the received code is entered, you will see a message like the picture below. That's all, now you can use all the resources of the portal for your own purposes. There are situations when some difficulties arise when working with government services and you are unable to find a solution to the problem. In this case, a support service is available to help users resolve various issues related to the operation of the portal. For access of subscribers from Russia it is used toll free number- 8 800 100-70-10. It accepts calls 24/7 from landlines and mobile phones. Short number- 115 (only from mobile phones).

If you want to make a call from another country, then use the Moscow number +7 499 550-18-39. Calls to this number will be charged. In addition to telephone calls, there is also help via the Internet. You can send a letter to [email protected] or use the Telegram service.

Step 1. Pre-registration and phone number confirmation

First, go to the government services website - www.gosuslugi.ru. If you visit the site for the first time, it will ask you to specify your current location. We agree and indicate the place where you are. I indicated my city of Serpukhov, where I would receive a foreign passport.

We are now starting pre-registration. To do this, click the “Registration” button; in the picture it is surrounded by a red frame.

And then fill out the fields: last name, first name, enter your number cell phone and click the “Register” button. An SMS with a confirmation code will be sent to the specified number.

This confirmation code must be entered in a special window, after which we press the “Confirm” button.

All! Pre-registration for the State Services of an individual has been completed. The instructions for the first step are completed. With which you will be congratulated in a new window and asked to proceed to the second step. Click the big “Log in and fill out your personal information” button.

Step 2. Filling in personal information and confirming email

So you're at the heart of your profile. Now you are still limited in using the opportunities that the portal provides, because your profile is almost empty. Therefore, let's start filling it out and at the same time confirm the email address. Feel free to click the “Proceed to Editing” button.

You will be asked to clarify basic information about yourself and enter your email address. On this the mail will come a letter containing a confirmation link email address. You just need to follow the link sent.

In general, when you're done, you'll get something like the one in the picture below. But that's not all. Now click the “Confirm” button.

A new window will appear in which you will need to add information about yourself, enter your passport details and SNILS number. SNILS is the insurance number of an individual personal account; it must be copied from the pension insurance insurance certificate. This is the laminated green card that the Pension Fund gave you. When you fill out all the fields, click the “Continue” button.

The system will now begin to automatically check the data. The website says that this process can take from 5 minutes to 5 days. The check took about two hours for me, and about three days for Yulka. It is not necessary to sit in front of a computer; you can leave your personal account on the website and go about your business. You will be notified that the verification is completed via SMS to your phone number and an email. Hooray! You have already made enough progress; registration for the State Services of an individual has almost finished. The instructions for the second step have come to an end.

Step 3: Identity Verification

After the automatic verification takes place, you will be asked to confirm your identity. We agree and click the “Proceed to Identity Confirmation” button.

In a new window you will need to select a confirmation method. There are three options.

First: Select one of the service centers from the list and come there in person with your passport. As I understand it, they will give you this confirmation code at the same moment. I could be wrong.
Second: The code will be sent by registered mail. It must be handed over personally against signature.
Third: instantly confirm using the “Universal Electronic Card”. Firstly, you must have this card, and secondly, install a special plugin on your computer, and then confirm it. In general, hemorrhagic.

I wasn’t in a particular hurry, so I chose the second option – to receive a confirmation code by registered mail. I checked the address again and clicked the “Deliver” button.

After I selected the option to receive a verification code, I was prompted to enter the code and click the “Verify” button. But since the letter was just sent and I haven’t received it yet, I decided to fill in some missing information about myself for now. Usually the letter reaches you from one week to a month.

Before you log out and wait for the email, scroll down the page and look carefully at what else you can specify. In my case, the TIN has not yet been indicated. It is necessary to supplement your profile with it, especially since you don’t even need to go looking for it, the system itself will find it in the tax database. Just click the “Find out your TIN” button.

The system will start searching, and you will have to wait a little. And the following message will appear on the page.

In general, you won’t have to wait long: after a few minutes the status will change to “Confirmed”.

Well, now we log out of the system and wait for our letter with the code.

So 10 days have passed, and Yulka and I received letters with an activation code. We got them in a funny way. Yulka went to the post office to receive the ordered books. In general, it stands near the window with a notification of receipt of the parcel. He walks past the postman, accidentally looks at the receipt, sees the address and says: “And I have two letters for you. I was with you yesterday, but I didn’t find anyone at home and couldn’t give it to you. In short, keep your letters." It’s strange, of course, we were at home all day, but that’s not the point. The letters are finally in our hands.

All that remains is to open the letter and enter the received activation code, and then click the “Check” button.

After this, the system will congratulate you on confirming your account. Now you just need to click the “Login again” button, enter your username and password again and start enjoying all the benefits that the portal provides.
